I stay neutral (as you can anyway all the other races are quickly at your throat on Impossible) until I can rally the industrial and research base to wage an offensive war. I usually tech Freighters->Research Lab->AutoFac->Ship Creation Tech->Supercomp (or whatever 2nd tier is)->Soil Enrich/Bio->ClassIII shielding->etc. I forget my weapons strat something along the lines of 'Cram as many HV and pd powerful weapons into the hull as you can after special systems.'

I almost always go with an energy-heavy fleet - missiles and torpedoes are too volatile in my experience, and for defense missions, my planets and battlestations have them in spades anyway. With this baby, you can snipe 'em from a distance, and with the timewarp facilitator (a 'must-have', IMHO) you can blow bloody hell out of a MUCH larger fleet from a safe distance. If I can afford it, I'll also go for Cybernetic, though I usually have to choose Repulsive to get that. I always go for a Creative/Telepathic race, and usually end up crippling population and food production to pull it off. So, what sort of tactics do you prefer to use in MOO2?
